With Kamala Harris now at the helm, Biden’s apparent mood swings made it obvious he was not pleased with this political shuffle.

This all culminated in an unforgiving and disoriented monologue that, instead of encapsulating a legacy, laid bare the insecurities and failures of a presidency that has become a parody of its former self.
