The data collected, described as “tolling data,” included details such as when calls were made, to whom, their duration, and general location—but crucially did not capture the content of phone conversations.
Among the lawmakers affected were Senators Lindsey Graham, Bill Hagerty, Josh Hawley, Dan Sullivan, Tommy Tuberville, Cynthia Lummis, Marsha Blackburn, Ron Johnson, and Representative Mike Kelly. Grassley characterized the surveillance as a “disturbing and outrageous” breach of privacy and an abuse of FBI authority, asserting it was arguably worse than Watergate. His investigation also revealed the existence of “Prohibited Access” files—secret FBI documents inaccessible to most agents—further fueling concerns about unchecked power.
