The Senate passed a $95 billion bill in February that would provide aid to Ukraine, Israel, and allies in the Indo-Pacific, as well as humanitarian assistance to civilians in Gaza and Ukraine. However, the legislation has encountered resistance in the House due to Republican skepticism over the conflict in Ukraine and a demand for border security measures.
In his speech, Kishida expressed understanding for Americans who feel burdened by the responsibility of upholding the international order and stressed the importance of international cooperation to alleviate the U.S.’s solitary burden in maintaining global peace and security.
The Prime Minister’s visit also included discussions with President Biden regarding the enhancement of the military command structure in Japan and the establishment of a military-industrial council to explore joint production of weapons.
