Kim was invited for this visit by Russian president Vladimirin Putin. The purpose of the meeting has not been disclosed publicly by either nation, but U.S. officials suspect that North Korea and Russia may discuss a prospective arms deal.

The United States has warned North Korea against supplying Russia with armaments that could be used against Ukraine. Adrienne Watson, a spokesperson for the National Security Council, emphasized that North Korea must honor its commitments not to provide Russia with munitions. Jake Sullivan, the national security advisor for the White House, also stated that North Korea would "pay a price" if it supplied Russia with weapons. Due to the impact of U.S. sanctions on its defense industry, Sullivan elaborated that Russia is pursuing alternative sources for artillery ammunition.
This visit follows Russian Defense Minister General Sergei Shoigu's July visit to North Korea, which marked the first visit by a Russian defense minister to North Korea since the fall of the Soviet Union. The possibility of North Korea participating in trilateral military exercises with China was discussed during Shoigu's visit. Considering the U.S.-led exercises in the region, Russia's ambassador to North Korea, Alexander Matsegora, expressed support for trilateral military maneuvers with China and North Korea.
